Who We Are

About The Regulators

Atlanta's Premier Cover Band · Rock · Pop · Funk · Dance

Atlanta's Regulators bring something most bands can't fake — decades of real experience, undeniable chemistry.

Founded over 14 years ago by guitarist Wyatt Foster and vocalist Joe Picone — dive buddies as much as bandmates — The Regulators have grown into a powerhouse seven-piece lineup. With three lead vocalists, rich harmonies, and a rhythm section that locks in tight every single night, The Regulators don't just play music — they live it.

From intimate club nights to large-scale corporate events, weddings, and private parties, The Regulators read the room and turn it up — every single time. Their ever-growing setlist spans rock, pop, funk, R&B, and dance, drawing from five decades of the greatest songs ever recorded.

Rock. Pop. Funk. Dance. All killer, no filler.

Meet The Band

Joe Picone
Vocals · Percussion · Founding Member
Joe Picone

A native Atlantan raised in a musical family, Joe taught himself drums at 15 and put his first band together in 1975. He spent years hauling his kit around Buckhead before most of his future bandmates had ever picked up an instrument.

Co-founder of The Regulators alongside his dive buddy Wyatt Foster, Joe brings an infectious stage energy and a passion for live music that hasn't dimmed in five decades. "We do it because we love music and being on stage."

Wyatt Foster
Guitar · Vocals · Founding Member
Wyatt Foster

Wyatt started on drums before the guitar claimed him for good at age 13. His musical journey led him through the all-original Bentwood Rocker, which earned radio play and built a devoted following across the Southeast.

As co-founder and band director of The Regulators, Wyatt has steered the band for over 14 years — shaping the setlist, the sound, and the standard. His rhythm guitar and harmonies are the backbone of everything the band does on stage.

Sloan Hayes
Keys · Harmonies
Sloan Hayes

Self-taught from McDonough, GA, Sloan has been playing keys since age five. As a founding member of Starbuck, his song Moonlight Feels Right hit #3 on the Billboard Hot 100 in 1976 — landing him appearances on American Bandstand, Midnight Special, and more.

Decades later, Sloan brings that same gift for melody and harmony to The Regulators, adding a depth and richness to the band's sound that is immediately felt by every crowd.

Mark Cassandra
Guitar · Harmonies
Mark Cassandra

A Northern Virginia native, Mark is self-taught and plays almost entirely by ear. His gift for pulling any song out of thin air has earned him the nickname "The Jukebox."

With stints in Classic Rock, Country, and Pop bands — including a run with a Beach Boys tribute band — Mark joined The Regulators in 2026 and immediately felt like he'd always been there.

Noriel Ona
Drums
Noriel Ona

Born in the Philippines and raised with rhythm in his blood, Noriel first hit the drums at age 11 and never looked back. From school symphony orchestras to jazz ensembles and high-energy marching band, he built his foundation early.

As an adult he's powered stages across genres — original rock, top 40, contemporary jazz, and tribute acts. Now bringing his tight grooves, infectious energy, and veteran pocket to The Regulators. When he's not behind the kit, you'll find him on the golf course.

"Keep the beat alive. Keep it grooving." — Noriel
Mike Buckley
Bass Guitar
Mike

Mike lays down the groove with an infectious passion for live music. He brings relentless energy to the stage, bridging genres with ease and anchoring the band's sound from the bottom up.

With a commitment to holding down the low end every single night, Mike gives The Regulators the foundation every great band needs — the kind you feel in your chest before you even realize you're dancing.
